I thought about 4 times a year.  Considering how many updates the PO
files currently get, 12 times a year would probably be an overkill.
Anyway, the update frequency should be rather tightly coupled with
release frequency model, so we'll see later this year.

It should not be a problem to work on an older file or even on a
different version; msgmerge will take care of the update.

Yes, at least for the time being.  WRT `maint', there will soon be
several active `maint-X.Y' release branches, and this is where most of
the translating work should be naturally happening.  WRT `next', I think
this branch is too much of a bleeding edge for anyone to spend time
translating its phrases; it may be better if `next' simply gets its
translations via `master' or via a new `maint-X.Y' branch, once it
stabilises.
