#912: bibsched queue status report improvement

Currently when bibsched is requested for its queue status it will report
if the queue is either in MANUAL or AUTOMATIC status.

mode] I was proposing an improvement on this by reporting if the queue was
also either in AFFECTED or STRESSED mode (where, if the queue was in
AUTOMATIC mode and there where tasks supposed to run, already delayed by
at least CFG_BIBSCHED_AFFECTED_THRESHOLD minutes, it would have been
considered STRESSED, and if the same situation was happening during MANUAL
mode, it would have been considered AFFECTED).
An improvement on this, could be to also take into consideration the MOTD
feature, and consider the queue as AFFECTED only in case a MOTD message is
not set (that is if an admin is not actually checking the queue and trying
to resolve the issue of the queue being blocked).
