#918: BibRank: citation indexer should wait for word indexer

In addition to timestamp-related leaks mentioned in ticket:917, there is
another kind of leak occurring in the incremental processing of citation
indexer. Notably, the indexer relies on the up-to-dateness of the journal
index and the reportnumber index. (It needs these indexes due to speed,
it would be slow to search in bibxxx and compose standard journal
publication information format out of 773 that is to be matched against
999C5 during runtime.)
The citation indexer can check the timestamps of records and these
indexes, and pause if things are not up to date.
