Just for the record, indexing jobs can run in parallel to uploading jobs,
so they are not blocking, especially now that the multi-task bibsched
facility was recently improved. Only other fellow uploading jobs that are
waiting in the task queue are blocked and hence concerned by the
quarantined record facility.
