#979: holding pen modes

Record sent to the holding pen are currently considered as if they were
sent via the replace_or_insert mode.
However, one may want to put in the holding pen a MARCXML snippet that
should be sent in correct mode or in append mode or in replace mode or in
delete mode.
This mode information should be added in the database and treated
accordingly in BibEdit.
