* Per category/article restrictions, to offer a better granularity than
per issue or journal restriction (this might come handy if per article
restriction is heavy to implement)
(Stefan (GSI) has expressed the need to have this ticket implemented,
possibly to the level of per-record/article restrictions, though per
category or per journal could be enough)
