WebSubmit templates use BibConvert configuration language. It is a bit awkward, but you can look for help in BibConvert Admin Guide: <http://invenio-demo.cern.ch/help/admin/bibconvert-admin-guide#IF> and you can emulate the demo ones coming with Invenio in `modules/websubmit/etc'.
