I can wrap your patch under some CFG_BIBUPLOAD_EXTERNAL_SYSNO_UNICITY
variable, with True by default and False in your case -- but maybe it is
not needed if you plan to migrate to 035 soon?  I'm wondering because
I'd rather prefer to commit a true 970 provenance control patch (hence
CFG_BIBUPLOAD_EXTERNAL_SYSNO_PROVENANCE_TAG) so that things would be
fully consistent between 970 and 035.
