After playing around a bit more, I realize that my original report missed a few important details. After revising a picture file, the correct thumbnail does appear in the Submit New File Picture Submission interface. In addition, this correct thumbnail does replace the "?" icon in the HTML Brief and HTML Detailed view of the record if I take either of the following actions (for example).
- change the record's title
- move the record to a new collection

For a complete picture, here is an example of the steps taken and results seen. - create a new PICTURE-TEST-2009-008 record which ends up in the "Test Pictures" collection. Run bibindex, bibreformat, webcoll, and bibrank
        - everything looks good.
- use the submit interface to revise the PICTURE_FILE for PICTURE- TEST-2009-008 - the thumbnail in the HTML Brief and HTML Detailed view of PICTURE- TEST-2009-008 is replaced by a "?" icon
- run bibindex, bibreformat, webcoll -f, and bibrank
        - no change
- use the modify record submit interface to change the description of PICTURE-TEST-2009-008 - the thumbnail of the HTML Detailed view of PICTURE-TEST-2009-008 is now correct, but the HTML Brief view still shows a "?"
- run bibindex, bibreformat, webcoll, and bibrank
- the thumbnail for PICTURE-TEST-2009-008 is now correct (as seen in the HTML Brief and HTML Detailed views)
