#158: BibSched erroneously thinks that tasks failed to run

In some very rare circumstances (actually not so rare on an empty
installation, where few records are added per month), sometimes BibSched
think a task has failed to run, because the task has been so quick to
execute and end in the same second it was launched. Therefore BibSched
does not notice that the task moved from the status `SCHEDULED` to
`RUNNING` but sees directly the final status of `WAITING`.
In this situation BibSched stops with the message:
''StandardError: Process bibrank (task_id: 8) was launched but seems not
to be able to reach RUNNING status.''
