#306: WebSearch: hide counts for restricted collections

Currently when users browse the collection tree they can see pages like:

Books & Reports
Search 24 records for:
[_________________________________] [any field] [SEARCH]
Narrow by collection:
Books (14)
Theses (8) [restricted]
Reports (2)
}}}
People that cannot see the restricted collection can still see that there
are 8 restricted records in there.
It will be good to introduce a new config variable called like
`CFG_WEBSEARCH_HIDE_RESTRCOLL_COUNTERS` that, depending on being True or
False, will hide or show the collection counters on all webcoll-generated
pages, both in the collection tree and in the `Search X records for`
parts.
