<http://inveniotest.cern.ch/help/hacking/webstyle-webdoc-syntax> says "WebDoc
files must be well-formed XML files. Failing to fulfill this requirement might
lead to unexpected results." I've had a look at a few of them, and none were
valid XML. I guess the wording could be changed to "XML fragment files", but
it's still not valid - We have unclosed elements like "<CFG_SITE_URL>" in the
middle of files. So I guess a more appropriate phrasing would be "almost like
XML fragment files, except for the variables specified in section 2."
