Demo site creation using Python calls

Hi all,

The WebTag module contains functions to insert and delete tags in the
database. Is it OK to use them in inveniocfg.py's
cli_cmd_create_demo_site? That way I won't have to review
democfgdata.sql for each update to WebTag.
