WebComment is controlled through several layers: first of all you can enable
per collection through the WebSearch admin interface. Additionally you can
configure it via WebAccess, so that only a certain set of users are going to
be able to access it. By default anybody should be authorized to it. But if
you upgraded from an old Invenio installation then there's a chance that you
are missing the appropriate WebAccess authorization.
For that you can try executing:
$ /opt/invenio/bin/webaccess -a -c
