Technically, a deleted record is simply a record that has the tag "DELETED" in
980__c.
To cause this through the web interface you can e.g. use BibEdit and click on
the micro-tiny-small plus button top-left corner next to the "Record" word, a
"Delete" button will magically appear, allowing your user to delete the
record.
