*Description of Project:*
The purpose of this project is to assist the Commonwealth of Massachusetts
with reporting, analytics and integration of information related to the
American Recovery & Reinvestment Act of 2009 (ARRA).

*Major components of this multi-phased effort include the following:*
­    Data sourcing from multiple agencies, sub-recipients, and vendors
involved with ARRA related programs
­    Staging, validation and transformation of data provided by the
aforementioned organizations
­    Centralization and organization of data for optimized reporting,
analytics, and overall transparency
­    Submission of data to regulators and attainment of federally mandated
reporting accuracy and transparency requirements
­    Expansion of capabilities beyond federally mandated reporting &
transparency requirements in the interest of further informing the residents
of Massachusetts, and increasing the overall execution efficiency and
effectiveness of ARRA projects performed within the Commonwealth
­    Design, implementation, and management of public and internal facing
web based reporting.
­    Implementation of processes and controls across the above components

*Specific Deliverables:*
­    Contribute to Logical and Physical business intelligence architecture
design
o    Databases, warehouses, marts
o    Data source integration
o    Technology architecture
o    Technology infrastructure
­    Assist in setup and configuration of tools and technologies across dev,
test and production environments
­    Working with team to develop detailed component designs and standards
­    Significant contribution to project plans, tasks and staffing, and team
leadership
­    Tracking and status of issues, scope and execution

*Description*
The Technical Lead is responsible for the technical quality and delivery of
the software solution.  The technical lead is responsible for the
translation and construction of complex business problems into sound
technical solutions; provide technical and architectural direction to the
software development team; ensure that development efforts are adhering to
analysis, design, and development standards; provide insight and guidance on
overall system design; responsible for application technical solution and
contributing to the infrastructure technical solution; document and
communicate technical and architectural requirements.  The Technical lead
will work with project management to define and help drive plans and
activities, as well as working with the team helping to solve problems,
mentor resources, and provide general technical leadership on technologies
used in the solution.

The technical lead is also responsible for working with project leadership
to set standards and execute development practices including code
management, deployment, and environment management.  This position requires
someone who is hands-on with recent implementation experience with Oracle
application development and business intelligence tools and technologies
from both the application development and infrastructure perspective.

*Experience Required:*
­    At least 4 years of specialized experience in the design and
implementation of BI related technologies, with a high degree of maturity in
developing advanced reporting capabilities from a variety of sources.
­    At least 2 years experience in implementing web based BI solutions for
internet, extranet and intranet
­    At least 2 years experience implementing the above components
leveraging Oracle reporting tools and technologies, including APEX, OBIEE,
Oracle BPM, Web Center
­    Experience in designing and implementing infrastructure to support
development and production of applications using oracle OBIEE, APEX, and BPM
products.
­    Experience in designing and implementing OBIEE and APEX in a highly
available clustered environment.
­    Experience designing and developing public facing business intelligence
sites, including portals, dashboards, basic reports (charts, graphs, maps,
drill downs) and advanced reports (ad-hoc reporting).
­    Experience in developing map based reports with OBIEE and ESRI or other
GIS tools
­    Experience in building applications using Oracle Application Express
(APEX)
­    Experience with data integration services and implementing application
with ETL and data export capabilities a plus.
­    Experience in both Linux and windows environment
­    Proven effective execution experience in high visibility, high
criticality programs with multiple stakeholders both within and outside of
the client organization
­    Ability to demonstrably illustrate all above experience through:
o    Technical and functional interviews
o    Presentation of sanitized deliverables from past projects of similar
nature
o    Multiple client reference testimonials
­    State and or federal government experience helpful, but not mandatory

*Skills Required:*
­    Design and implementation of business intelligence and application
architecture using Oracle APEX and OBIEE products.
­    Design and implementation of infrastructure to support applications,
including helping implementation and management of development environment
and practices.
­    Contribution to the infrastructure architecture and application of
technologies within infrastructure
­    Design and implementation of databases, data warehouses, marts and
other data sources to support business intelligence.
­    Excellent problem solver with the ability to keep many driving factors
and requirements in focus
­    Ability to work in a fast paced, dynamic environment
­    Ability to understand and be the go to person for the big picture and
direction as well as maintaining a good grasp in understanding the detailed
requirements and nuances of the solution.
­    Good mentorship skills and ability to work in a team environment
supporting technical and project aspects of team leadership and growth

and interact at executive and junior levels
