 The Division of Finance & Planning provides the entire Agency with a
performance reporting

platform which is being replaced. In phase one of this project, scheduled to
go into production in

September, 2011, all functionality of the existing system will be provided
in the new target

platform: SharePoint / Performance Point. The selected candidate will work
closely with a

project manager from finance to analyze existing functionality, meet with
users at various levels

to uncover additional needs, and define a solution using the intended
platform/tools. Business

and technical documentation will be created in order to drill down into an
implementation plan.

Responsibilities

The selected candidate will:

• Document requirements (functional)

• Work with DOH in-house SharePoint team to understand existing SharePoint
implementation to be leveraged for the solution

• Provide recommendations on the use of SharePoint and Performance Point
out-of-thebox functionality to achieve the required goals

• Produce functional design documents, and work with the technology team to
develop and document technical specifications.



*MANDATORY SKILLS/EXPERIENCE
*Note: candidates who do not have the mandatory skills will not be

considered.

• *Minimum 4 years experience with SharePoint.*

• Strong experience with *Performance Point*

• Experience documenting and requirements for and implementing solutions for
performance reporting

• Experience with *scorecard and/or dashboard applications*

*DESIRABLE SKILLS/EXPERIENCE *

• Development background (SharePoint, C#.net, SQL/SQL Server)

• SharePoint 2010 Experience/Exposure

*1. Experience developing large scale application systems in a multi-tiered
environment in a JAVA/J2EE environment.
2. Experience developing and deploying large scale applications in a
multi-tiered environment using an Object Oriented or Service Oriented
Architecture.
3. Experience in enterprise use of Rational Application Developer and/or
Rational Software Architect for UML modeling (including class diagrams,
sequence diagrams, use case diagrams, activity diagrams, and statecharts),
and developing J2EE applications and web services.
4. Experience in distributed technology with recent emphasis on server-side
technologies, including EJB, JPA, JAX-WS Web Services and SOA, and JAXB XML
binding.
5. Experience with IBM WebSphere Application Server.
6. Experience with and knowledge of XML, XML Schema, and XSL stylesheet

*Secondery Skills*

*1. Familiar with Software Change, Configuration Management, and Build
Processes in a complex environment of re-useable Java components. Experience
in the use of Subversion as a change management tool in IBM Rational
Application Developer or Eclipse, and Maven for building complex
applications.
2. Experience developing SQL queries, packages, procedures, and functions in
Oracle.
3. Experience developing and deploying applications in multi-tiered (3+
tiers) application environment at least one of which was within a Service
Oriented Architecture.
4. Familiar with Full life cycle software development experience of
large-scale enterprise applications (requirements, design, implementation,
integration, testing).
5. Experience with NIEM/GJXDM-compliant XML.
6. Familiar with criminal justice business processes and terminology.*

*Project Description:*

*• Implement a common, automated risk and needs assessment instrument
(COMPAS) that is available through the IJ Portal.
• Develop standardized (NIEM-compliant XML) data exchanges to promote data
sharing of critical agencies.
• Create a data repository within the Portal to provide common access to
data that is critical to multiple agencies.

This position will report to the technical lead and will assist in the
effort to assure current and new technologies are effectively integrated to
fulfill the business needs. This individual will be expected to provide
expertise and hands-on participation in the following activities:*

*• Understand and follow the Portal standards related to application
technologies, including development methodology, and coding and style
guides.
• Participate in the analysis and design of web based applications for the
project using JAVA and the Websphere Application development software.
• Develop web-based applications for the project.
• Develop xml-based (NIEM-compliant where appropriate) and web service
interfaces with other partner systems.
• Participate in customer interactions during the requirements analysis,
design, development, testing, training, and support phases of the project.
• Prepare technical documentation such as designs, schemas, etc, as
appropriate.*
