Job Description:

As a Programmer with RPSG, you will be analyzing and using large datasets to 
manage, maintain and query answers to complicated questions for ORD's managers 
and directors. This work will shape and support the development of important 
educational policy and decisions on teacher and principal evaluations. Your 
work will require you to jump between various software/languages including 
SAS, SQL and Excel (VBA) to find solutions. This is a great opportunity to work

Key Relationships:
Works closely with the Director of Calculation as well as with other Division 
of Talent and Innovation staff members; the Division of Instructional and 
Information 
Technology (DllT); and the Division of Academics, Performance and Support 
(DAPS) staff 
, including Statistical Analysis System (SAS) and Structured Query Language 
(SQL) programmers , data quality managers, data and policy analysts, and policy 
makers.

Responsibilities:


• Write, maintain, and execute code required for the implementation of the 
NYC's teacher and principal evaluation systems in SAS and Transact-SOL 
languages.
• Create technical documents and process documentation and provide program 
and technical training to analysts and others working on the teacher evaluation 
systems.
• Lead the development, maintenance and quality control of teacher and 
principal 
evaluation programming code.
• Integrate teacher and principal evaluation products and data with other (DOE) 
information systems.
• Improve the scalability, accuracy, and automation of technical aspects of 
the teacher and principal evaluation systems.
• Explore system methods of increasing the value of teacher and principal 
evaluation 
systems as business intelligence tools for educators, administrators and the 
public.

Qualification Requirements:


• Expert in Base SAS and SAS macros.
• Expert in Excel software.
• Proficient with SQL, particularly Microsoft SQL Server.
• Proficient in at least one scripting language, e.g., Python.
• Knowledge of basic statistics.
• Experience with data visualization or design.
• Ability to translate broad policy guidelines into actionable data 
requirements 
and business rules.
• Experience solving complicated data-related challenges and ability to make 
a difference in education.
• Ability to manipulate, organize and analyze large datasets.
• Ability to collaborate with other programmers and analysts while also 
completing 
workstreams independently.
• Ability to work on a number of projects simultaneously.
• Excellent problem solving skills, a clear and logical thought process for 
analysis and programming.
• Excellent analytical skills; experience gathering, analyzing and interpreting 
data.
• Ability to use independent judgment to design, adapt and modify analyses 
and programming to the needs of specific projects.
• Ability to trouble-shoot, problem-solve, and anticipate issues needing 
resolution.
• Ability to develop thoughtful and creative approaches to address a wide range 
of data problems.
• Strong attention to detail, extremely well-organized, and ability to meet 
frequent and changing deadlines.
• Ability to communicate sophisticated technical concepts to general audiences.
• Ability to clearly communicate and document technical work, including coding 
methodology.
