Summary: spam management for users aliases

Original Submission: Spam received at users accounts should be only tagged, not moved
to spam, it should be up to users to handle the false positive.

I did not paid much attention to that at first, because the priority was to avoid spam
on the list, and users aliases where not explicitely provided to users. But now, we
should take the time to fix that.

I would not said I am very proud of how I handled by it works.

It just consider that addresses without "-" in their first part are personal, and so
do not send them to spam (except if the first part is help or private).

The "personal" builtin exim filter is unable to catch the appropriate mails.
