"Other" case that may be GPL-incompatible for projects that are program

look at Cecill license and decide whether it is ok for gna! or not.
https://gna.org/projects/ksirk/ is willing to use that license (or GPL if it is
not ok for us). Once we're sure this license is GPL compatible, we should add
it in the license list and set this project to this license.

We accept it as Savannah, as it is compatible with the GNU GPL (by explicit
conversion clause), although we do not consider it as a french translation of
the GPL - it is only a different license.
