Facing the case of an anonymous user asking for help at the wrong
place, I posted a article
<https://gna.org/forum/forum.php?forum_id=335> partly related to it.

The CERN wants to implement the possibility to refuse anonymous users
to post items.

While we should not use such possibility on the main support tracker
(guess what would happen if the problem a user having is specifically
to get logged in) but I guess this could be of interest to many other
projects.
