I recollect we hesitated about this, between efficience (raw repo) and
interoperability (dumps). Now I've done many phony things with SVN and
I'm still not sure, but obviously it's always possible to work with a
raw SVN repository. The dumps are a bit more heavy and slow to process
but easier to work with while importing, filtering and so on.

However it's easy to provide a svn dump when requested via a ticket,
so I guess this raw rsync read access to SVN repo is a good compromise
to let people reach all their data and its history, and servers not
being crushed by useless and costly cronjobs. I remember having nursed
those svn_dump daily jobs far more than once...

  So good idea :)
