I'm certainly interested in finding out how to do it. Last time I tried (in the Mozilla Suite) I could not modify the scrollbar *from an extension*, only from a theme. Obviously themes have special privileges with regard to this, which makes sense, otherwise everyone and their dog can set different scrollbars.
