It seems to me that we don't want general users to be able to change the state of bugs. However they should be able to add comments to any bugs, I think. At the very least they should be able to comment on their own bugs.

http://www.bugzilla.org/docs/2.20/html/useradmin.html#manageusers says

"editbugs: Unless a user has this bit set, they can only edit those bugs for which they are the assignee or the reporter. Even if this option is unchecked, users can still add comments to bugs."

The implication is that a new user, without this flag, can only edit bugs for which they are the reporter. (IMO this is ideal for our situation.) At the moment we seem to be more restrictive than this.
