No, that's just a hint that other packages overlay that package (in the Suite each package had its own overlays.rdf so it was important not to try to load it if it did not exist). I'm actually referring to the setAllowOverlaysForPackage method in nsIChromeRegistrySea.

Of course, if you were to substitute your own chrome registry then you could have even finer control over which contents.rdf-based overlays are used.
