If I understand the problem correctly, all you must do is call focus() on your options dialog after the new tab has opened.

I have some links in my extension window and I want them to open in a
new browser tabs. Everything works fine except that extension window
goes below browser window when these links are clicked.
I found few extensions that have links behaving exactly like
I want (for example Adblock) but I can't find any property or code
that makes them working in such a way.
Do you know how to solve this problem?
