There was a discussion the other week over whether this was possible -
I'm not sure it was ever resolved.
You can run any text file though the php parser ...
But you can also just use a .php file and use the rdf mime type header.
On mozdev you would need to create a folder off of your www dir
www/conf
then drop a local.conf w/ directive serve_as_is=TRUE
and update.php
and include these php headers:
header("Cache-Control: no-store, no-cache, must-revalidate");
header( "Content-type: text/xml" );
