We used to do what is known as 'Featured Project': http://www.mozdev.org/featured/ ... which was linked on the front page and gave a little more exposure to projects that made it there. There were no rules to get listed, except that it had to be a useful and stable extension. They were chosen at random or the project owner nudged us.
