The main target audience for the CVS feed is other developers, not users.  The 
download feed is the opposite.

It might make sense to ignore the downloads folder for the CVS log feed now 
that there's another option for how to receive updates about it.
If it is currently other developers who are using the CVS log feed then it may be best to keep the downloads folder included in this feed. If these developers subscribe for the purpose of testing before official release then this could be the only way they get early notification.

I am just speculating, maybe someone who uses this feed would have a better idea?
