You're right; the wording does need updated a little to advise about the approval needed for new tags. We don't really plan on "limiting" the number of tags, per se, but we do want to keep people from spamming the site with tags as well as prevent obscene or objectional tags from showing up, thus the approval period. We'd also like to the set of tags to get "normalized" so they carry more weight; lots of tags with only one project isn't that helpful, but only a few tags with lots of projects isn't either - we're looking for a happy-medium. -Doug -- Douglas E.
