We're trying to update our project adoption policy [1] to take into 
consideration when we can't reach the current project owner.

We currently have a situation where a current project contributor would like 
to take over the project but we can't reach the project owner (emails bounce).  
How do others feel we should handle situations like this?

Currently we've tried looking up the project owner on the Internet by 
searching for their name and emailing addresses that look viable; we've 
checked our bugzilla for updated email addresses as well.

Do people think the project adoption policy should be shortened when we have 
no way of contacting the project owner (the current wait-time is about a 
month)?

Any other ideas about how to handle this type of situation would be 
appreciated.
