The OSU Open Source Lab has been providing free hosting for a while, so our
only big expense was hiring people to help with development and systems
administration work. For several years early on mozdev was run with basically
no funding and was supported fully by volunteers. That's the model we're
trying to go back to, but that might not be possible.
