UPDATED: 14:48, March 12, 2005 "Anti-corruption" predicted most popular catch phrase Newspaper readers picked "anti-corruption" as the government catch phrase that will receive the most attention in China in 2005, according to a recent survey by the China Youth Daily, one of China's most influential newspapers. The paper's attempt to predict the ten most popular catch-phrases in 2005 received 10,977 responses from Feb. 23 to 28. Survey participants were asked to choose 10 expressions from a list of 23 involving politics, economy, culture, education and entertainment. Chinese people have repeatedly expressed their concerns about rampant government corruption, which has been called "the largest threat to the ruling authority" of the Communist Party of China. "Anti-corruption" was selected by 49.4 percent of voters as the most likely popular expression in 2005. "Governance capability," acatch-phrase used by the CPC, followed with 44 percent of the votes. "Income gap," "harmonious society" and "problems with agriculture, rural regions and farmers" ranked next. For the past four years, Beijing Language University, supportedby the State Language Resource Monitor Center and the Chinese Information Processing Society of China, has chosen the ten most popular expressions in term of frequency of usage among words in 14 mainstream Chinese newspapers. The report of the 16th Party Congress stressed that "Internal democracy is life of the Party", indicating that the central authority has lifted the democracy question to a due height. Under new historical conditions, we must take the road of democracy in implementing the guideline of ruling the Party strictly, further improve Party style and push forward anti-corruption campaign. Lessons from home and abroad have shown that whether a socialist country led by a communist party can remain vigorous depends on whether we can do a good job in market and democracy. These two tests cannot be avoided and we'd better face them actively. Regarding the question of developing market economy, the Communist Party of China (CPC), after more than two decade's reform and opening up, have withstood varies kinds of tests, accumulated rich experience and grown stronger in controlling the whole situation. So it is fully confident in dealing with the issue. But regarding the construction of democratic politics, China has not advanced in big strides. We should use the courage and strength in developing market economy to develop our socialist democracy and strengthen democratic construction, the article said. Currently, China should focus on three points in promoting its socialist democratic politics construction: democratic elections, democratic decision-making and democratic supervision. To prevent and fight corruption by law is an inherent trend of history development, as well as a clear-cut requirement of the central authority. In fighting corruption by law we must focus on two key questions--strengthen system construction in real earnest and ensure that regulations and laws (internal rules, constitution, laws, executive regulations) are strictly enforced. China is a country of profound moral foundation, the article said. A thorough review of Chinese history showed that traditional morals, ethics and culture have been playing a huge role in uniting people, consolidating rule, stabilize society and promote development. As a result, the Chinese society was kept a whole for more than 2,000 years without relying on force, religion or law. Ruling the country by morality, we should say, is unique wisdom in Chinese culture. In China, the establishment of new orders of socialist market economy, the formation and operation of new mechanism cannot be divorced with socialist morals and ethics, the article said, and today we need them more than ever. The country plans to build its anti-corruption system in three stages, the article said. First, making substantial headways before 2007. During this stage focus should be laid on basic work. Second, building the basic framework of the nation's anti-corruption system before 2010. This is the full-swing and in-depth stage, in which the system is mostly formed and begins to function in efficiently curbing corruption. Third, building a comparatively complete anti-corruption system before 2020. This is a stage of full and all-round functions. It is connected with complete socialist economic market system, marking China's anti-corruption campaign having completely entered the track of legalization and normalization.
