Abolition of the death penalty could spare 1,200 convicts' lives
The Philippines has moved a step closer to abolishing capital
punishment.
The Philippine senate approved a bill repealing a 12-year-old death
penalty law, and a similar bill will be discussed in the House of
Representatives.
The bill would replace the death penalty with life imprisonment or a
40-year jail sentence, depending on the offence.
Both chambers must approve scrapping the death penalty before it is
ratified by congress and signed into law by Gloria Macapagal Arroyo,
the president. Arroyo has said she would support abolition.
In April, Arroyo said she would commute death sentences to life
imprisonment, drawing mixed reactions from crime victims and death
penalty opponents. Critics accused her of pandering to local Roman
Catholic church leaders and foreign powers.
The constitution currently permits execution for "heinous crimes" such
as murder, child rape, and kidnapping.
The death penalty was brought in during a crime spree in 1994 under
pressure from victims' families.
Abolition of the death penalty would spare the lives of about 1,200
death-row convicts - including at least 11 al-Qaeda-linked militants.
