Official: label of "neo-colonialism" should not be imposed on China

    BEIJING, Feb. 5 (Xinhua) -- A "neo-colonialist" label should not be imposed 
on China, said Wei Jianguo, vice minister of Commerce, on Monday. 

    Wei was replying to a question by a netizen who asked him to comment on 
foreign media reports that China is acting in a "neo-colonialist" manner in 
Africa where its political and economic influence is increasing. 

    Wei said China has pursued a concept of peaceful development and has 
developed relations with African countries on the basis of respect for each 
other's sovereignty, equality and mutual benefit. 

    China offered unreserved support for African people, and many projects to 
which China has contributed, including the Tanzania-Zambia railway built in the 
1970s, are symbols of China-Africa friendship, Wei said. 

    He said tens of thousands of Chinese people have made a contribution and 
some even dedicated their lives to the economic development of African 
countries. Since 1963, China has dispatched some 15,000 medical personnel to 47 
African countries or regions, providing treatment to more than 170 million 
people. 

    Wei repeated Premier Wen Jiabao's words that "the label of neo-colonialism 
can never be imposed on China." 

    He said the friendly cooperation between China and Africa is beneficial to 
the peoples of China and Africa, and is conducive to world peace and 
development. 

    Africa boasts rich natural resources and human resources, a vast market and 
great development potential. Nearly 30 years after it adopted a reform and 
opening up policy, China has seen marked growth in its economy and overall 
national strength. Consumption by Chinese people has increased markedly. 

    Wei said Africa and China are complementary partners. 

    The new type of strategic partnership between China and Africa is 
characterized by equality, mutual benefit and economic win-win cooperation, Wei 
said.
