Qatar recognizes Libyan rebel body as legitimate By AGENCIES Published: Mar 28, 2011 13:33 Updated: Mar 28, 2011 23:35 TRIPOLI: Qatar became the first Arab country on Monday to recognize Libya's rebels as the people's sole legitimate representative. Word of the decision came a day after a senior Libyan rebel official said Qatar had agreed to market crude oil produced from east Libyan fields no longer under the control of Muammar Qaddafi. "This recognition comes from a conviction that the council has become, practically, a representative of Libya and its brotherly people," the Qatar News Agency reported, quoting a Foreign Ministry official. Explaining Qatar's decision, the official said the rebel council included representatives of different regions and had acceptance among the Libyan people. The head of the Gulf Cooperation Council said the "Libyan system has lost its legitimacy" and backed the move by Qatar. Despite Qatar's pledge to sell oil from Libyan rebel territory, Europe's prospects of receiving Libyan oil shipments would be weeks away as big buyers say shipping and legal risks are still a concern. "Even though Qatar recognized rebels in Libya, this is not in line with the United Nations resolutions. We all have to comply with UN sanctions," a trader with an Italian firm said. Qaddafi's forces meanwhile gained control in part of Misrata, rebels said on Monday, although fighting continued in what the government said was the "liberated" western Libyan city. "Part of the city is under rebel control and the other part is under the control of forces loyal to Qaddafi," the spokesman, who did not want to give his name, said about Libya's third largest city. The rebels' westward move was also halted about 100 km from Sirte when they came under heavy shelling from Qaddafi forces. A French military spokesman said French warplanes had struck a Libyan military command center south of the capital, Tripoli. Col. Thierry Burkhard says Rafale fighter jets carried out the airstrike on the military complex and command center more than 10 km south of Tripoli and used by forces loyal to Qaddafi. As the fighting continued, the Arab League said it hoped for an end to military operations so a political solution could be reached to the conflict there. "We hope that there is an end to these military operations so we are able to realize a political settlement," League official Hesham Youssef was quoted as saying by Egypt's MENA news agency. The Organization of the Islamic Conference said it plans to evacuate about 170 Sudanese and another 40 refugees from other OIC member states, particularly from Mali, Nigeria, Mauritania and Chad by renting a plane and arranging other forms of transport.
