Gagasan dia mengenai penggunaan buruh kontrak sudah berjalan dari dulu di Australia di mana misalnya didatangkan tenaga buruh sebagai para pemetik buah yang orang-orang Aussie ogah melakukannya. Mereka didatangkan dengan visa sementara dan harus pulang sesudah selesai tiap kontrak kerja. Ada kasus orang dari kepulauan Pasifik yang ogah pulang hingga visanya habis masa berlaku dan orang ini melakukan bunuh diri saat dalam tahanan.
