Salah seorang komisioner Komnas HAM, Ridha Saleh mengungkap, saat rapat dengar pendapat dengan Komisi I DPR, Rabu (16/11/2011), ada orang Papua yang ditembak duburnya, tembus sampai ke kepala. "Menurut pengakuan dua istri korban yang meninggal, mereka melihat mayat itu, matanya sudah dikeluarkan, yang satu. Satu lagi, dua dikeluarin matanya, dan kita ada dokumennya, otopsinya. Yang satu lagi ditembak dari dubur, tembus ke kepala," kata Ridha Saleh dalam penjelasannya. Komnas HAM, ujar Ridha, mengaku aneh saat aparat membantah melakukan itu. Aparat keamanan di sana menyatakan, kata Ridha Saleh, tindakan itu yang melakukan adalah OPM (Organisasi Papua Merdeka). Karena dianggap di wilayah itu adalah basis OPM. "Padahal, kalau kita lihat secara geografis, ada Korem (Komando Resort Militer). Jadi, tak mungkin jadi wilayah operasi OPM. Kemudian, ada banyak ibu-ibu ketika mau pulang kena tembak. Ada yang kena tangan. Jadi, cerita ini membuat orang Papua, bukan lagi merasa sakit hati, tapi sudah kehilangan kepercayaan kepada pemerintah kita," ungkapnya. Dikatakan, peristiwa tanggal 19 Oktober (Kongres Papua III) adalah peristiwa yang hampir saja menutup ruang dialog orang Papua, yang sudah lama dibangun semua komponen bangsa ini. Apalagi, sejak tahun 2002, Otonomi Khusus yang kemudian diundangkan, secara konsisten tak pernah dijalankan. Banyak hal, termasuk posisi MRP (Majelis Rakyat Papua) sebagai institusi yang diakui undang-undang Otsus, tetapi tak dilaksanakan. "Inilah rangkaian kekecewaan rakyat Papua," Ridha menegaskan.
