I would recommend starting with a documentation analysis and inventory. Figure out what you have and what is going on with your current doc set. Trust me, you will learn a lot from this process. This is just a documentarian truism. You can't really plan until you have a clear picture of the current state. Steps after that would be decide on a style guide (informed by notes made during the analysis) and create a plan with priorities (based on what you learn from the inventory).
