OK, so now using promQL, run the query:

rate(ifHCOutOctets{ifAlias=~".*NNI.*",instance="10.85.0.82"}[10m]

If you see the same peaks, then it's junk coming out of your device - 
nothing that Prometheus can do about that, talk to your vendor.  If you 
don't, then investigate further what's going on with your recording rules.
