"continue: false" is the default, and it works as documented for me.
Try your configuration in the interactive alert routing tree tester: https://prometheus.io/webtools/alerting/routing-tree-editor/ If that doesn't help then please show your alertmanager configuration and explain where the problem is, including showing an example of the alert which is (or is not) being routed correctly.
