OpenMetrics is different from Prometheus.

The content type should be:
text/plain; version=0.0.4

Prometheus DOES support OpenMetrics but your page is not OpenMetrics
Compatible.

Promtool checks for the Prometheus Exposition format, not OpenMetrics.
