Check the indentation of "modules:", " fortigate_snmp:" and "walk:" try the
following,

fortigate_snmp:
walk:
- ifXTable
- fgSystem
- fgVpn
- fgIntf
- fgInetProto

max_repetitions: 25
timeout: 10s

.
.
This worked for me. I am using the exact dashboard you mentioned.
