Your questions don't really make sense. Alertmanager doesn't have a
concept of federation. All the peers in an Alertmanager cluster are
equal. Each Prometheus server sends all its alerts to all Alertmanager
instances, and the Alertmanager instances then negotiate who sends the
resulting notification to the receiver. No chaining.
