In the case of AWS which I'm more familiar with, EBS (block) storage is 
about 5 times more expensive than S3 (object). Furthermore, you pay for the 
provisioned EBS space even when not occupying it with data.

A quick look suggests the same is true for GCP:

Persistent disks <https://cloud.google.com/compute/disks-image-pricing>: 
$0.17/GB (SSD) or $0.10/GB (balanced)
Cloud <https://cloud.google.com/storage/pricing>: $0.02/GB (standard)
