The TSDB is stored on disk, so yes it is possible to use those files elsewhere. Make sure you either have the Prometheus fully stopped or use the backup mechanism so you don't end up with corrupted files.

However I'm not sure I understand what you are trying to do? When you say "scale out" are you meaning you are wanting to move from a single instance to a HA pair? If so there isn't really the need to have the older data when you create it, although you could do so. If you are thinking "scale out" in terms of clustering then that's not how Prometheus operates.
