Federation is just a way for one Prometheus to collect data from another Prometheus.
Prometheus supports WAL-based remote write to another Prometheus, so you really don't need to use Federation anymore. So it would go something like this: Multiple Prometheus -> remote write -> Central Prometheus If you're looking for large scale (More than 10 million metrics), I would look at a clustering solution like Thanos or Cortex. These are Prometheus community / natively supported options.
