It means you want to do an infinite number of scrapes per second, which means you have infinite amounts of CPU and disk storage.
A scrape time of 1s might be achievable for a very small set of metrics being scraped. However if you think you need 1s scrape times, then prometheus is *probably* the wrong solution for whatever you're trying to do.
