Does anybody have more information about this at all, or had some 
success?  Yes, it appears that Borland C++ Builder does compile Delphi 
code, and use the VCL. BUT, the Protel SDK ships with semi-compiled 
Delphi modules which C++ Builder _can't_ use..

I am very interested in developing some Protel add-ons but due to an 
existing code-base would -much- prefer to be able to use C++ to Delphi.
