ProHelp99SE.ini does exist but all entries are of the form:
C:\PROGRAM FILES\PROTEL99SE\\Help\AdvSch.hlp
Note the double backslash before Help. I tried changing it to a 
single backslash but Protel changed it back.

Time to send an email to Protel Support...
